This configuration value has been deprecated. Do not use it in new code as we may remove it in the future.
This is the maximum time in seconds the reader will wait
after an unsuccessful connection request before it starts
the next trial.
The actual delay is chosen randomly within the limits of (TcpConnectTrialMinDelay) and this value.
