Deny/allow firmware upload of BF2 and BF3 files via BRP.

If this value is set to "True", the upload of BF2 or BF3 files is denied as soon as the reader is secured by a Config Security Code. In this case, a firmware update can only be deployed when packaged with a configuration in a BEC2 file. Alternatively, a factory reset can be performed to reset the Config Security Code.
