VhlCfg / File / DesfireFormatAppIsoFileID Value
This entry is only needed for running VHLFormat() and contains
the ISO 7816 file identifier, a optional parameter for defining
an application.
If the application already exists on card and the new file identifier is different from the existing one, the existing application will be deleted and then created with new file identifier.
